Cambodia Cadastral Services Now Offer an Express Track

On 4 May 2026, Cambodia's Ministry of Land Management, Urban Planning and Construction announced an Express Service mechanism for cadastral matters at its central administration. The change is structural, not cosmetic.
In the initial rollout, the Ministry issued 110 property ownership certificates to citizens and business owners through the fast-track channel, with the mechanism positioned to improve efficiency and service delivery at the central level. The Ministry framed the launch as a response to economic, social, and technological development, and as a measure to facilitate citizens and the business community.
The Express track does not stand alone. It sits alongside the broader digitization work already underway across Cambodian land administration, including the verify.gov.kh title authentication platform and the cadastral.mlmupc.gov.kh online property services system launched in earlier phases.
Why this matters to property investors
In Cambodian real estate, two variables shape transactional economics: the price of the asset and the speed at which title processes complete. The first is negotiable. The second is procedural.
A four percent discount on a unit is visible on day one. A six-month title delay does not appear on the purchase agreement, but it sits inside the return profile of every transaction. When the central Ministry compresses cadastral timelines, the friction cost of every applicable transaction is adjusted. That cost rarely shows up in marketing materials. It shows up in returns.
